Carrie Chen
Partner
Before founding Westlink Partnership in 2007, Carrie was a partner of a boutique Chongqing law firm and worked in the Hong Kong and London offices of an international law firm where she gained tremendous corporate and commercial experience working with local and international clients. Carrie was previously selected by the China Law Council to participate in the prestigious Lord Chancellor’s Training Scheme for Young Chinese Lawyers in London as one of China’s representatives.
Carrie is also an arbitrator of the China Chongqing Liangjiang International Arbitration Center.
Carrie is via Westlink Partnership, qualified to practice in China and speaks fluent Chinese and English.
Victor Yang
Partner
Victor practises principally in the areas of insurance and reinsurance, and dispute resolution, including commercial litigation and international arbitration.
Victor has significant expertise in the insurance and reinsurance sector, particularly well placed in handling contentious insurance-related work, including but not limited to professional indemnity, directors and officers, financial lines, product liability, personal injury and property claims. He also handles claims for a number of international airlines and acts for many of the world’s leading trade credit and political risk insurers in Europe, North America and Asia on commercial matters.
In addition, Victor also advises on a broad range of matters including regulatory, employment, incident/accident responses and multi-jurisdictional catastrophes.
Victor is ranked in Legal 500 Asia Pacific 2020 – 2025 as a Next Generation Partner / Recommended Lawyer. His team is ranked as tier 1 insurance lawyers by various legal directories, and has contributed to the China chapter of Legal 500’s Country Comparative Guides on Class Actions (2024).

Canming Wang
Partner
Canming has almost two decades of experience advising and assisting multi-national clients in relation to Chinese dispute resolution issues. He has represented clients before various Chinese courts, including the Higher People’s Court in various provinces and municipalities, and the Supreme People’s Court in Beijing.
In respect of arbitration, Canming has extensive experience across various arbitral centres and rules including CIETAC, SHIAC, CMAC and HKIAC. He is currently representing multi-national clients with recognition and enforcement of foreign arbitral awards before Chinese courts.
Canming is particularly well placed in advising on a broad range of marine and trade-related matters involving bill of lading, charterparty, insurance, ship arrest and mortgage enforcement, general average and collision. He also has significant experience in advising NVOCCs, freight-forwarding and logistics companies in both contentious and non-contentious matters involving air, sea, and road transportation. His experience extends to other general commercial matters in relation to shipbuilding, terminal operation, as well as commodities and trading.
With almost 20 years of experience as a Chinese litigation lawyer, Canming has a deep and insightful understanding of Chinese laws, regulations and practices, as well as how Chinese courts work in adjudicating cases, enabling him to provide commercially practical legal advice to clients.

Qi’ang Chen
Senior Associate
Qi’ang acts for multi-national clients in insurance and international trade related disputes. He has handled various matters in relation to product liability, D&O, PI, credit insurance and cargo claims, and has also had experience in advising insurance companies on non-contentious matters.
Qi’ang obtained his LLM from University College London.
Qi’ang speaks fluent Chinese and English. Qi’ang via Westlink Partnership, is qualified to practise in China.
Francesca Hu
Senior Associate
Francesca specialises in financial and commercial disputes. She regularly represents banks and insurers in pursuing debt and cargo recovery claims. She is adept at handling disputes resolution matters by litigation, arbitration and mediation. She also advises clients on governance and corporate finance matters.

Albert Huang
Senior Associate
Albert specialises in dispute resolution (court litigation, arbitration) with experience in a broad range of shipping matters (involving bills of lading, charterparty, vessel collision, crew injury, and general average) and commercial insurance matters (covering property liability, product liability, import and export credit insurance.).
Albert also has experience in advising NVOCCs, freight-forwarding and logistics companies on both contentious and non-contentious matters involving air, sea, and road transportation.
Albert worked with a number of major Chinese maritime law firms prior to joining Westlink Partnership.

Eric Mo
SENIOR Associate
Eric specialises in dispute resolution in connection with international trade, transportation, insurance and general corporate matters. He regularly represents clients in commercial disputes through litigation, arbitration and mediation.

Katharine Yin
Senior Associate
Katharine is a Senior Associate in our Chongqing office in China since November 2018. She is a PRC qualified lawyer who specialises in China corporate legal matters with a focus on FDI, M&A, IPO, corporate securities business and China outbound investments.
Prior to joining Westlink Partnership, Katharine obtained her Master degree of Laws from University College London and she worked as an associate for Zhonglun Law Firm, one of the ‘Red Circle’ law firms in China.
Katharine acts for various clients including multinationals, private Chinese companies as well as large Chinese state-owned enterprises in various practice areas including distribution and supply chain structures; customs; trade and transportation. She advises clients on joint ventures, corporate financing and mergers and acquisitions including corporate reorganisations and merger controls.
Wen Zhu
Senior Associate
Wen has extensive experience in advising Chinese and foreign financial institutions and investors on cross border financing transactions including aviation finance, shipping finance, acquisition finance, project finance and general lending (bilateral loan, syndicated loan, and export credit).
She also represents Chinese and foreign leasing companies and Chinese airlines in aircraft leasing and trading transactions (operating/finance lease, asset acquisition, and sale and lease back) and in asset refinancing transactions with financial institutions.
Prior to joining Westlink Partnership, Wen worked for one of Chinese “big four” state-owned commercial banks and a PRC law firm. She is a native Mandarin speaker with professional proficiency in English.
Vesper Cheng
Associate
Vesper is particularly well versed in settling disputes in relation to contract of sales and cargo recovery claims.
She also advises clients on commercial matters and litigation prospects.
Vesper is qualified to practise in China, and she has extensive experience representing clients in pre-litigation, litigation, and arbitration.
She speaks fluent English and Chinese.
Tobey FEng
Associate
Tobey has professional experience providing legal services for Fortune 500 companies and major state-owned enterprises. He is particularly well-versed in settling disputes with regards to contracts of sales and cargo recovery claims. Prior to joining Westlink Partnership in China, Tobey has also had experience working in the United States.
Tobey is qualified to practise in China, he has extensive experience representing clients in pre-litigation, litigation, and arbitration.
He speaks fluent English and Chinese.
William He
Associate
William graduated from Southwest University of Political Science and Law and obtained LLM (Major in International Economic Law) in 2018. Prior to joining Westlink Partnership, he worked as a legal assistant at two famous law firms in Chongqing and Zhejiang respectively, and worked as a law clerk at a basic-level People’s Court in Chongqing. From November 2018 to March 2019, he was on secondment to a famous foreign-invested property insurance company in China, as acting legal counsel. His current practice areas cover insurance, cross-border M&A and corporate governance.
William is via Westlink Partnership, qualified to practice in China and speaks fluent Chinese and English.
Sicong Jiang
Associate
Sicong specialises in dispute resolution (court litigation, arbitration, and mediation) in relation to marine and international trade matters. She advises listed companies, state-owned enterprises, Maritime Safety Administration on drafting and reviewing documents and templates under Chinese law or common law, including but not limited to purchase agreements, charter parties, demand letters, legal opinions, letter of guarantees, etc.
She also advises trading clients on various queries and assists in contract review on a day-to-day basis.
Sicong graduated from Dalian Maritime University and obtained her LLM degree from King’s College London.

Carol Wang

Carol is experienced in providing advice to world’s leading trade credit insurers in Europe, North America and Asia on the legal and practical issues in relation to commercial decisions.
She also advises international insurers on cargo claims and recoveries involving air, sea and road transportation.
She has represented clients before various Chinese courts and arbitration commissions.
